Steps to reproduce:

  1. Open web page
  2. Turn on fullscreen (F11)
  3. Move mouse pointer at the top of screen so that full-screen toolbar will display
  4. Move mouse pointer on a tab and wait for a second so that tab hover preview will pops up.
  5. Move mouse pointer on the other toolbuttons

Actual results:
full-screen toolbar will hide unexpectedly.

Expected results:
The full-screen toolbar should not be hidden until the mouse pointer is over the content area.
