To support the tab orientation sidebar experiment, we'd like to allow a pre-selected tile in the AboutWelcome Single Select picker to automatically perform its action on render. To protect against misuse, this should be limited to MULTI_ACTION and SET_PREF special message actions that act on sidebar prefs.
