User Agent: Mozilla/5.0 (X11; Ubuntu; Linux x86_64; rv:130.0) Gecko/20100101 Firefox/130.0

Steps to reproduce:

1. Set browser.tabs.hoverPreview.enabled to true.
2. Enter full screen mode by pressing F11.
3. Move the mouse cursor to the top of the screen, revealing the hidden tab bar and toolbar. If the mouse isn't on a tab, move it to a tab, causing the tab hover preview to appear.
4. Move the mouse down to the toolbar. (Alternatively, move the move to the left or right of all tabs while keeping it below the top pixel of the screen.)

Actual results:

The top bars hide again as if I'd moved my mouse below them. (This makes it hard to click anything on the toolbar that's below a tab.)

Expected results:

The top bars remain until I move my mouse away from the top bars.
