We're setting up Mozilla-specific Stylelint rules/plugins in Bug 1838298. Ideally we would have tests for any custom rules we add, similar to what we do for our ESLint plugin. Stylelint has instructions for how to setup testing for custom plugins. I expect we'll want to use stylelint-test-rule-node.

This patch sets up basic tests for our custom stylelint plugin. Additional work to get these running on automation will be done in bug 1948141 if we're alright with this approach.
