Steps to reproduce:

Update from 131.0 Beta 9 to 132.0 Beta 1.
Have Bookmarks toolbar always showing.

Actual results:

Bookmarks menu is empty - no bookmarks are shown in it.

Expected results:

Bookmarks should be shown in the bookmarks toolbar
