When keyword.enabled is false, we may want to show a different icon that doesnt make the user think a search is about to be performed with the default engine when they submit

Note that even with keyword.enabled set to false users can search, and they do that by using this UI, so we may still want it to be hinting at search.
Maybe we could just modify the tooltip?
I think there's also a bug in the placeholder that makes the situation much worse than this icon.
