Tested in 132 beta changing sidebar.revamp from about:config (but also happens from experiment using bug 1895932), this screenshot shows initial top View > Sidebar menu then flipped true adding duplicate and Review Checker then flipped false duplicating and also adding Passwords

This looks like it was introduced with bug 1906140's .init() call which calls .createMenuItem(…)
Not intending to flip this pref in 131 but current nimbus experiment is targeting 132 to flip

This is a known issue, but since you've said its apparent in the test experiment for 132 we should get this fixed sooner rather than later.
