Steps to reproduce: 1. Click on the tooltip. (You can make this situation with test case on Bug131409.) 2. move the mouse over the toolbar. -> Toolbar doesn't popup new tooltip (or doesn't response to mouse movement). I confirmed on 2003020608/Linux. I traced the execution and I found that the target of mousemove event is wrong. It seems to me that nsWidget::sButtonMotionTarget isn't updated when clicked on the tooltip. See also Bug 156764 about clicking on the tooltip.
