Steps to reproduce:

update to the newest version of the browser, then launch it. the button has appeared. when selecting "customize toolbar", it can't be moved or removed; it's greyed out, rather than interactable like every other menu element

Actual results:

the interface element is greyed out and cannot be moved or removed

Expected results:

it should be able to be moved and removed like every other menu element, as that's the purpose of "customize toolbar"
