Steps to reproduce:

i play a video outputted in v9 codec in html

Actual results:

the video stutters and refuses to play but just keeps stuttering between frames

v9 codec videos used to not do this stutter problem 1-2 months ago on firefox

This looks very similar to bug 1922278, which has been fixed on the Nightly channel.
andrew, could you retest on the latest Nightly and check if this is fixed for you?
