Mail is now handled by the Bugzilla::Bugmail module.

CCing Dan Berlin, who from stuff I've seen around, I know is actually using the
bug_email stuff. I'd appreciate any input or fixes you'd be willing to provide
on these bugs :-)

See the patch I just submitted to bug 171127
It fixes both the mail problem and updates bug_email.pl to handle the new "non-
bitset" groupset.
