We've found labeled_quantity-shaped instrumentation, so we're going to need it for at least FOG. If we do shortcut to Rust-only impl to start, we'll need a follow-up bug for the other languages.

Is there a schedule for merging the Glean SDK updates into mozilla-central, or does it just need someone (eg. you) to go ahead and do it?

No fixed schedule. We do it on an as-needed basis. We'll probably try to get it in this week.
