1925978 - Let Windows 7/8/8.1 clients download ESR 115

Per https://mozilla-hub.atlassian.net/browse/FIDEDI-1019, we should let Windows 7, 8 and 8.1 download the latest ESR build compatible with those versions. That's because newer versions are no longer compatible. We should be doing this because, ultimately, the bouncer is supposed to find the right build for the client.
