1926913 - Add telemetry to "Open in regular tab" menu option

Currently "Open in regular tab" option is only available in Nightly. Please add telemetry so we have more information to decide next steps (ex: when to move this to beta and release)

This feature is intentionally hidden in a way that typical users would not find them and there is also no onboarding for the feature. What are we looking to learn from adding telemetry here?

Yes, this is a request from product to add telemetry so we know more data about usage so they can make future decisions related to this feature.

Since we've now confirmed that we're adding this feature in menu redesign. Please add telemetry to this option in the new menu. No need to add telemetry for the current menu.
