Would this patch be viable on beta? We're still seeing bct7 failures across the board on comm-beta.

I think this should be good for beta. The fix for 1715361 is already in beta, at least. It would be great to get those tests running successfully.

I went to land this on comm-beta to fix bct7 today, and it turns out this patch was actually landed on beta during the last merge, but for some reason browser_darkReader.js is still failing universally on beta with a similar failure log.

This patch tries to check expected conditions more often while the test
progresses, in order to better see where it fails.

It also waits for all expected MsgLoaded events.
