Scope of this bug is to add doc page something like "Building and Testing Assets with Mach and npm" under Detailed Docs that covers AboutWelcome and ASRouter build steps .

This will be very similar to doc that covers newtab build steps here https://firefox-source-docs.mozilla.org/browser/components/newtab/docs/index.html#
