The "Customize Reader View" menu item is currently in the Tools submenu, but we'd like to move it somewhere more accessible, such as a Reader View panel or the main menu.

The "Customize Reader View" menu item is conditional to when Reader View is ON. It was a short-term decision to keep this item in the menu, which is its current access point, but long term we want to create another entry point that is not in the menu to avoid having this conditional item.
No current user requests, need to evaluate telemetry
