Steps to reproduce [can add screenshots or video recordings for reference]:

1. Open new window
2. Create a tab group with 2 or more tabs in it (make sure there's no other tabs or groups on the tab strip)
3. Drag a tab out of the group

Expected behavior [What should have happened?]:

Can drag a tab out of the group

Actual behavior [What actually happened?]:

Does not allow me to drag a tab out of the group (see screen recording)

When all tabs are inside of tab groups, this patch allows the user to drag a tab to become a standalone tab at the end of the tab stirp. The user also has the ability to drop the tab into the end of the tab group at the end of the tab strip if the tab is dropped closer to the tab group.

I was able to reproduce the issue on Win10x64 using Firefox build 134.0a1(20241028212656).
Verified as fixed on Win10x64 using Firefox build 135.0a1 and 134.0b4.
