With a blank page as default for new windows, and quicklaunch disabled, i see
the same thing in 1.2.1/win2k that Jim Garrison describes in
<http://bugzilla.mozilla.org/show_bug.cgi?id=139862#c27>.

This is not the same as bug 139862, because here the expected behavior is clear:
the focus thould be in the URLbar. 139862 is a discussion whether the URLbar
should get focus even in new windows with default content.
I observed that the URLbar is focused correctly after switching to another
program window and back to mozilla.
I remember not seeing the bug all the time during the last weeks, but i have not
found out the necessary conditions yet.

The problem is the same with Quicklaunch enabled.

I cannot confirm this here. It does still not work under W2kSP3 with 1.4a.
Tarmo: Did you remove the focus from the first Mozilla-Window before opening
another?

Tried all kinds of combinations, first Mozilla window minimized, maximized,
restored, with focus and without, with taskbar having focus, with some other
program having focus, starting mozilla.exe from explorer.exe, from far.exe, with
winkey.exe, with -nosplash and without...
Just works now, it had this focus problems on ~1.3 builds.
BTW bug 159908 is mysteriously fixed too with this 1.4a build, someone did
something right ;)

I have not used the Seamonkey Suite for a while, so I cannot test this any more.
(In Ubuntu's Firefox 1.5.0.7 this works fine, btw.)
