There is a block in the templates which explains the difference between the bugzilla.mozilla.org and Bugzilla products

At current, this block is apparently only displayed to MoFo and MoCo employees. We've had a significant uptick recently of people who are not employees misfiling BMO bugs into the Bugzilla product. It might be useful to get something similar shown to the general public as well.

We apparently did something similar 12 years ago in bug 812959, but it's been removed since then.
