Add text to the enter_bug page when the Bugzilla product is selected referring to the bugzilla.mozilla.org product for site-specific issues

The Bugzilla project has been noticing a marked increase in misfiled bugs in the Bugzilla product in Bugzilla recently for administrative issues that are specific to bugzilla.mozilla.org (permission requests, product and component changes, account changes, etc), and thus should be filed in the bugzilla.mozilla.org product instead.
The majority of these bugs seem to be getting filed by people who have been (relatively) recently hired by Mozilla.
One possibility would be to make sure this gets pointed out in new hire orientations (/cc csorenson)
It probably wouldn't hurt to add something about it to the top of the enter_bug page when the Bugzilla product is chosen, though.
I'm open to suggestions about how to word it though. IIRC we *used* to have a big red stop sign on there in a box offering links to more appropriate products for certain types of bugs. Maybe it's time to bring that back.

we could use the wording from the product description:
note: This is not the place to request configuration changes to this installation of Bugzilla (bugzilla.mozilla.org). File such changes under the appropriate component in the bugzilla.mozilla.org product.

Yeah, we might want to update that to mention permissions and account changes, too.

I would suggest to only display this warning if the reporter has a @mozilla.com email address. I think 90% of mistakes are done by users with such email addresses. No need to warn other users for now.

i think that's fair enough; except we'd be wanting to check for membership of the mozilla-corporation group instead of relying on an email match.

I would add a red border or even a red background, else I'm pretty sure MoCo employees will ignore it. You could maybe start the message with (in bold): "Dear Mozilla employee,..." to make it even more obvious that this message is really addressed to them.

+1 to "Mozilla employees:" in bold or red text in front of it.
Might even bring back the stop sign icon. :)

i'll do an updated patch with the new wording.
i'm not a fan of red backgrounds or text -- i think an icon would draw attention to it in a nicer way.

yes, as far as i'm aware, mozilla-messaging is dead.
