The cookies tests were enabled again in the scope of bug 1922193, because in the previous versions of dependent bug 1923663 network.cookie.CHIPS.enabled preference was enabled for beta and stable. But in the last version which is now on autoland the change to enable this pref was removed. So we have to disable them for beta and stable.
