We need instructions for people used to instrumenting Legacy Telemetry scalars on how to use Glean APIs to accomplish the same goals of getting scalars into Legacy Telemetry tables like telemetry.main so that when we forbid new uses of Services.telemetry.{keyedS|s}calar{Add|Set|SetMaximum} people can learn what they need to do instead.
