Bug 1868866 added a linter (test-manifest-toml) to check ordering for TOML files, but it was never added to CI / code review bot.
This means we're not getting warnings in reviews about the files being out-of-order, and there's no warnings on CI. The only time this would be caught is if a developer is running a general lint locally, and happens to turn on warnings.
