Steps to reproduce:

Since updating to the latest Flatpak the "Preferences" button is missing, which prevents temporarily showing remote content in an email, or permanently allowing remote content using the dropdown menu.

Downgrading to the previous Flatpak release using flatpak update --commit=da24ca372f80bdf48f4654080b8c2d7316156887835685679e2a3b41df4f6475 org.mozilla.Thunderbird fixes this bug.

Upgrading back to the latest release using flatpak update --commit=0411c522b4840669bbd2aba7d61781b2e0e79972aa08567a7521dcd9580c2ee6 org.mozilla.Thunderbird brings the bug back again.

Actual results:

Remote content banner is missing Preferences button, it only has the close button.

Expected results:

Preferences button show be there to allow temporarily showing remote content or permanently allowing it.
