In the past, we've had folks outside the OMC team who have kindly implemented new messaging surfaces (thanks Nick, Mike, and others!). We'd like to put together at least a basic outline and checklist of what needs to be done for the next time someone does this, as it's becoming more frequent.

My guess is that the simplest way to get something that captures the key important points would be to draft it in Google Docs first, circulate it for review there, and then move it to fx-source-docs (or leave it as public in GDocs forever and just link to it from fx-source-docs to preserve the easy editability).

It's been a while since I've helped with adding a new surface, so I'm probably not the right person to start this doc, but I definitely have some bits to contribute around adding telemetry, feature ids, and other things, so I'm happy to chip in.
