Steps to reproduce
- Have 2+ tabs open and the toolbar position set to "Bottom".
- Open the tabs tray.
- Navigate to the next or previous tab (consecutive tab to the currently selected tab).
- Once the "Swipe the toolbar to switch tabs" CFR is displayed, change the orientation.
- Observe if the CFR is re-displayed.
Expected behavior
The "Swipe the toolbar to switch tabs" CFR should be re-displayed after changing the device orientation.
Actual behavior
The "Swipe the toolbar to switch tabs" CFR is not re-displayed after changing the orientation (regardless of the initial orientation, Portrait or Landscape) when the toolbar position is set to Bottom.
When the toolbar is set to Top, the CFR is re-displayed whenever the orientation is changed.
Device information
- Firefox version: Nightly 134.0a1 from 11/20
- Android device model/Android OS version: Xiaomi Redmi Note 8T (Android 11), Samsung Galaxy S22 Ultra (Android 14)

This seems to match the behavior of the other CFR for the arrows navigation which also is not shown again when rotating the screen when anchored to the bottom toolbar.
It might have to do with the toolbar layout being changed between portrait / landscape.

In that case, resolving as WONTFIX. If we want to change this behavior for all CFRs, we can do that in another bug.
