1933775 - When you collapse all tab groups on tab strip, open a New tab

Steps to reproduce [can add screenshots or video recordings for reference]:

1. Create two tab groups in the tab strip (ensure there's no other tabs on the tab strip)
2. Collapse both tab groups

Expected behavior [What should have happened?]:

Both tab groups collapses and a New tab opens and becomes the active tab

Actual behavior [What actually happened?]:

You can't collapse both groups, if you collapse Group 1 and then collapse Group 2, Group 1 expands. This was the original proposed behavior but after testing in Nightly, it feels unexpected. We're proposing to alter this behaviour to allow a user to collapse all groups.

I was able to reproduce the issue on Win11x64 using Firefox build 135.0a1(20241127212333).
Verified as fixed on Win11x64/Ubuntu22.04/Mac 12.6 using Firefox builds 135.0b9 and 136.0a1.
