It doesn't occur on a single page, even on the bug reporting page this bug is experienced. When I click on a link, an image from the new page is displayed, instead of the page. For example, typing "mozilla.org" and pressing ENTER would only display the mozilla logo. Then, after a few refreshes, it finally works. Note that this never happened in 1.3a

Reproducible: Sometimes

Steps to Reproduce:
1. Go to some page
2. Keep on trying...

Actual Results:  
An image appears on a blank page in the top-left of the document area.

Expected Results:  
A webpage should've loaded.

It's the default theme...

I've seen this happen. Some sort of cache corruption.

Reporter: Try delete cache.
Also: Are you sharing a profile between Mozilla 1.3.* and older versions, or
perhaps Netsacpe 6/7?
bug 165072 is also similar. Resolving as dup of bug 162889
