Clicking system notification doesn't open the message unless TB is in focus

Steps to reproduce:

Clicked a new message notification while TB was not the active window.

Actual results:

Nothing.

Expected results:

TB should have come to the foreground and the message should have appeared.

This happened right after updating to Windows 11 Pro 24H2 build 26100.2314.

When I bring TB to the foreground, the message is already open in the foreground.

Same with Troubleshoot mode and TB 134.0b3.

More info: it still happens after reinstalling (didn't uninstall first). I'll be trying a new profile soon.

And... same thing with a new profile.

Seems TB isn't the only affected app. Some possibly pertinent info here.
