Steps to reproduce
- Open the Developer Tools (Ctrl+Shift+I).
- Switch Separate window mode (i.e., Click the meatball menu -> Separate Window, or vice-versa)
- Click the meatball menu.
Expected result
- Devtools menu opens.
Actual result
- Menu would not open until reopening the Devtool.
Regression range
- Mozregression points to bug 1924240.

Yes, this is working as expected with Firefox 135.0a1 (2024-12-17) on Ubuntu 24.04 (Wayland/ X11). I also tried Windows 10x64 and macOS 12 and the issue does not reproduce. Thank you!
