Let's pause on this bug (currently we only have opened and closed group in the sidebar version in scope). I'd like to implement a solution that could potentially be applied to both surfaces.

Update:
Since in vertical tabs we will still have the TOM menu the feedback is that we should continue with what was originally scoped out (allow users to view the contents of tab groups). Vertical and horizontal tab group users will have access to the TOM menu in the release.
