Steps to reproduce [can add screenshots or video recordings for reference]:
- Create a tab group
- Close the tab group
- Go to the tab overflow menu under "Tab groups"
Expected behavior [What should have happened?]:
There should be a split button where clicking on the label will open the group and clicking on the chevron will show the contents of the closed group (see attached spec)
Actual behavior [What actually happened?]:
Chevron button is missing
