1938941 - Duplicate remaining legacy telemetry probes into Glean (Region)

There's a few probes that we currently want to keep recording, and we don't yet have Glean equivalents. We should add Glean equivalents and if possible use GIFFT to report them.

The probes for this bug are:

• SEARCH_SERVICE_COUNTRY_FETCH_RESULT
• SEARCH_SERVICE_COUNTRY_FETCH_TIME_MS

Note: As per bug 1929411, we should add these to the same file as the probe in that bug, and rename them to something more appropriate - region is shared across components, and the Region module is no longer search service specific.

I think these can go in toolkit/modules/metrics.yaml, with the probes names being region.fetch.result and region.fetch.time. There will likely be other region.* probes to add in other bugs as well.
