Any new bookmark I add always places the current date/time in the LAST MODIFIED
field instead of the ADDED field.
Then any bookmark I use to visit a site modifies the ADDED field.
All of my LAST VISITED fields are empty.
Of course my bookmarks file was a Netscape 4.79 file. But this problem
exists in both Mozilla 1.2.1 and Netscape 7.02
Separate issue: Why is there no horizontal scrollbar for the bookmarks?

Steps to Reproduce:
1. Go to website, add new bookmark
2. Go to bookmarks file
