Steps to reproduce [can add screenshots or video recordings for reference]:
- Create many tab groups (screenshot has 26 tab groups)
- Open enough ungrouped tabs so you trigger scrolling in the TOM menu of opened tabs
Expected behavior [What should have happened?]:
The tab groups section should scroll as part of the opened tabs section
Actual behavior [What actually happened?]:
Only the opened tabs section scrolls so the viewable window becomes smaller the more saved tab groups you have in the tab groups list

I am attempting to verify this fix, but I am having a hard time reproducing the original issue. I have attempted reproduction in Nightly v135.0 from 2025-01-06 on Windows 10 and MacOS 14 by opening a long list of tabs and then associate at least 26 of them with new groups. After opening the "List of tabs" menu, the scrolling appears to work correctly.
In the attached screenshot, I can see the "List all tabs" drop-down that shows a list of groups, but no tabs associated with either of the listed groups. I can't seem to be able to create groups that do not have associates tabs.
Could you provide some more information on how this issue is reproduced?

Things have changed further after this landed (e.g. bug 1940269, bug 1946318). Don't need to verify this particular bug.
