Provide an option to automatically remove completed download line items from the
Download Manager for housekeeping and to avoid closing each item individually.

Resubmitted from bug 187472 at QA request.

Reproducible: Always

Steps to Reproduce:
1. "Save As..." multiple files.
2. Delete all records of downloads from the Download Manager.

Actual Results:
Remove each download status line individually by repeatedly clicking their x
widgets.

Expected Results:
Optionally have Chim^H^H^H^H Camin^H^H^H^H^H, er, whatever, close each line item
after the download is completed.
duping to bug 198093 (because i don't feel like transferring the CCs)
