Selecting "Reopen All Tabs" from the "Recently Closed Tabs" menu opens all tabs ungrouped, even if some of them were closed by deleting a tab group

Steps to reproduce:
- Open some "worth-saving" tabs. Put some of them in a tab group.
- Right click the tab group label and select "Delete group".
- Close the rest of the ungrouped tabs.
- From the top menu, go to "History > Recently Closed Tabs > Reopen All Tabs".
Expected result:
All tabs are reopened, and the tabs that were closed through deleting the tab group are reopened as part of a group.
Actual result:
All tabs are reopened ungrouped.

I was able to reproduce the issue on an affected Firefox Nightly 136.0a1 build from 2025-01-15, using Windows 11.
Verified as fixed on Firefox 136.0b3 using Windows 11, macOS 14.7 and Ubuntu 22.04. Closed tabs deleted as a group are reopened as part of a group.
