This will not change how the Legacy Telemetry Environment presently works for Legacy Telemetry pings

We need environmental-like data to flow in Glean in order to convince folks to switch their analyses and reporting over. The model we've been using successfully has been to perform an in situ duplication of existing Legacy Telemetry data into Glean to allow for all existing analyses to be performed on new datasets.
