For 136 we want to flip the browser.ml.chat.enabled pref in bug 1933524 but for users who have sidebar.revamp set to true and that pref set to false, remove the chatbot as a default tool from the sidebar.main.tools to avoid suddenly adding to the launcher.

I've started working on the proposed follow up to this (bug 1933524), and contrary to what I said previously I think we could land this migration early and do a follow-up migration without this causing problems by first landing. I'll leave more comments in the patch.
