1944973 - New tab stories jump during vertical scrolling

I have only Pocket stories and the weather widget enabled on the new tab page (tiles are disabled). The stories are initially in-line with the Firefox logo and the weather widget.

When I first start to scroll down, the stories immediately jump down to below the logo and widget, and then scrolling continues from there. When I scroll back up, the stories will scroll up normally until they suddenly jump all the way to their original location.

To reproduce, use the Default UI Variant B, Card Refresh, and don't enable Sections.

In Settings, de-select Web Search & Shortcuts (if selected) and be sure Recommended Stories and Weather are selected.
