1945169 - When a group is the only thing in a window, moving it via the TOM context menu creates a saved clone

STR

1. Create a group in a window such that there are no tabs in the window outside of the group
2. open a new window
3. open TOM in the new window, right click on the group in the other window, and select "move to this window"

Expected: Group moves to this window

Actual: Group moves to this window, and a copy of the group gets saved.

Presumably the closing window triggers the group being saved.
