Attachment: Second tab grouping outline flashes while dragging over it

STR:

1. Drag a tab over the first tab so that it shows the grouping indicator without it repositioning on latest Nightly 137.0a1 (2025-02-05) with browser.tabs.groups.enabled = true.
2. Slowly drag the tab to the left so that the underlying first tab moves to second position.
3. Keep slowly dragging to the left.

Expected:
Grouping indicator for underlying tab has stable visible appearance.

Actual:
Grouping indicator for underlying tab flashes while tab is being dragged over it.

Dragging to the left in step 3 (away from underlying tab) no longer shows grouping indicator for the underlying tab, only when dragging to the right (towards underlying tab). Consequently the grouping indicator no longer flashes.
