In bug 1946918 I'm removing the online scenario initialization code path. That's the only scenario that sets shouldShowOnboardingDialog to a non-default value. And we're going to remove that dialog in bug 1936455 anyway. So, we can remove shouldShowOnboardingDialog from the initialization code path entirely.
