I'm pretty sure the listed bug couldn't have caused this regression. :handyman - do you think this could be similar to the issue in bug 1948449?

It's a test-verify failure but I doubt it's related to bug 1948449. The policies tests are pretty self-contained and this fails on the second run. Have you tried to reproduce it locally by running with --verify? I don't see anything in the code that is likely to be an issue but some things (like the cleanup function doing an is check) could be causing things to be inconsistent between runs.
