We should make browser-colors.css use design tokens instead of assigning raw values in there.

Whoops, fileld a dupe over at 1987217 myself this week when discussing ...

Here's what I posted there with more context of where to put design tokens:

We should be using design tokens for our default themes here. This will also benefit design because we'd finally have tokens for toolbar, etc, that would cascade into Figma.
