This bug is meant to ship the font-variant-emoji property.
With the current implementation, there are only two WPTs failing:
/css/css-fonts/font-variant-emoji-003.html
/css/css-fonts/font-variant-emoji-004.html
While 004 actually seems it should pass. (The emojis are just displayed one pixel off relative to the reference.)
