1957442 - RC panel auto-opens twice on a PDP for non-opted in users

For non-opted in users, the Review Checker panel should auto-open on a PDP with the onboarding message.
After 24 hrs, the next time the user visits a PDP, Callout 3 should appear.

Currently, the Review Checker panel needs to be manually opened and closed, and then 24 hr later the panel auto-opens on a PDP.
After 24 hrs, the next time a user visits a PDP, the panel auto-opens for a second time.
After another 24 hrs, the next time a user visits a PDP, Callout 3 appears.

Note: Callout 3 is triggered the first time a non-opted in user reaches a PDP and shouldAutoOpen is set to false. This was initially flagged as a bug in Callout 3, but this is likely due to auto-open/auto-close behavior changes rather than anything specifically related to Callout 3.
