Steps to reproduce:
I was organizing my pinned shortcuts.
Actual results:
Add Shortcut is always in the middle of other shortcuts.
Expected results:
Add Shortcut should always be the last button on Firefox Home page.
I have to point out that I don't know how to make it happen specifically, I just remember that I was organizing my pinned shortcuts and then I noticed that Add Shortcut was always staying where it shouldn't. To me, both to improve this feature and prevent bugs, it's better to set it as “flexible” instead of grid. If I remember well, when I tried Vivaldi I could add pages there but Vivaldi, according to the number of the existing shortcuts, was filling the available space instead of using small containers.

Even though the button is within Top Sites, the logic for the appearance and position of the button is the domain of New Tab. Hence I'm going to move it over there.
