Steps to reproduce:

Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:137.0) Gecko/20100101 Thunderbird/137.0.1

Update from Version 137.0 to 137.0.1.

After Thunderbird has been restarted, the restart button is still available. The update is installed when Thunderbird is closed and then reopened.

Actual results:

During the restart, the update is not installed and the restart button is still there.

As always, the update should be installed during the restart.

The code is (mostly) shared with Firefox, so we can dupe this to bug 1941931
